• 摘要： 企業合規是企業為避免違法、違規行為而建立的風險防控體系，行政合規指導是涉企行政合規的重要方式之一。企業合規建設離不開企業與行政機關關系的進一步完善，需要在法治引領下不斷推進合規管理制度建設，助力高水平社會主義市場經濟體制的構建。企業在不同階段開展的活動具有該階段的獨特性，其所涉及的法律規范、行政主體，以及行政主體所承擔的職責亦不相同。行政機關開展合規指導需要依據企業在特定階段的活動特點，對不同類別的企業實施精準指引。
• Enterprise compliance is a risk prevention and control system established by enterprises to avoid illegal and irregular behavior, and administrative compliance guidance is one of the important ways of enterprise administrative compliance. The construction of enterprise compliance cannot be separated from the further improvement of the relationship between enterprises and administrative organs. It is necessary to continuously promote the construction of compliance management system under the guidance of the rule of law, and assist in the construction of a high-level socialist market economy system. The activities carried out by enterprises at different stages have their own uniqueness, and the legal norms, administrative subjects, and responsibilities undertaken by the administrative subjects involved are also different. Administrative agencies need to provide precise guidance to different types of enterprises based on their activity characteristics at specific stages when carrying out compliance guidance.
